States can achieve a number of environmental and economic benefits by encouraging the development of clean energy supply as part of a balanced energy portfolio. One clean energy option that states frequently consider is the use of biomass resources to develop bioenergy (biopower, biofuels, and bioproducts). The U.S. EPA and the National Renewable Energy Laboratory released the State Bioenergy Primer to provide basic information and resources for all biomass fuel and technology types to state decision makers. The document includes a step-wise framework, resources, and tools for determining the availability of feedstocks, assessing potential markets for biomass, and identifying opportunities for action at the state level.
