This document describes the U.S. Biomass and Biorefinery Systems R&D Program (Biomass Program), including an examination of the external context in which the program operates, the programs history, and reasons for funding a Federal program in this area. In that context the programs mission, vision, goals, outputs and outcomes are described. Also included is a description of the markets in which the program operates. The document is divided into 4 sections: 1) Program overview, 2) Program critical functions, 3) Technology research, development and/or deployment plan, and 4) Program administration.
